Transit Oriented Plan for Windsor Center

Community participation at public workshops helped to establish the Vision for Windsor Center as a place that is:

• Walkable and connected,
• Vibrant with diverse uses,
• Accessible and safe, and
• Attractive and distinctive.
These goals in turn informed the solutions for the Redevelopment Strategy

It recommends ten essential components to achieve the Town’s vision of Transit Oriented Development (TOD). These include both short term action and larger projects, and involves all stakeholders in the Town Center.

1. Broad Street Reconfiguration
2. New Housing in Windsor Center
3. Station Area Redevelopment
4. Neighborhood Streetscape and Traffic Calming
5. Collaborative Reinvestment: Central Street North Redevelopment: Topping off Broad Street (former Arthur Drug Plaza)
6. Bringing the Plaza Building Back to Life
7. Mixed – Use Design Guidelines and Regulations
8. New and Expanded Active Uses Around the Green
9. Parking and Parking Management
